Recommended tools and plans
Choose the smallest plan that can supply and enrich the batches your team will actually review.
For paced internal prospect research

LeadOcean
Use Tier 1 when your team can process and validate a modest batch at a time. Its 2,000 enrichments per five hours and 10,000 per week are more useful buying checks than the search headline alone. Upgrade only when a specific processing window blocks the work.
Keep in mind: Do not choose it to resell the database or build a customer-facing data service. Phone availability and record freshness need separate checks; an API key does not establish a team-seat allowance.

Define the record you can actually use
Write a small acceptance checklist before comparing database sizes: the company type, location, relevant role and contact details your team needs. A provider is useful when enough records meet that checklist after review. A larger search result is not better value if it mainly increases the number of unsuitable entries someone must remove.
Choose a processing rhythm
Decide how often research becomes a batch for outreach. A team that reviews records every morning needs different capacity from one preparing a large list before an event. Compare search, enrichment and export windows against that rhythm. Buy more capacity for a specific delay in the process, rather than to maximize an advertised monthly total.
Separate service delivery from data access
An agency using research to deliver its own work and a business selling customers direct database access need different rights. Settle that requirement before tier arithmetic. If your intended service depends on resale or a customer-facing application, ordinary internal-use capacity is the wrong starting comparison; obtain an agreement that explicitly covers the intended use.
Feature comparison
Use the same checklist for each tool. Plan limits, paid extras and features that need confirmation are shown separately.
Features are grouped by documented coverage. “Not confirmed” means the evidence is incomplete, not that a feature is absent.
Check each product’s plan notes for tier limits and additional costs. Feature coverage is not a quality rating.
Buying questions
Can I resell LeadOcean data?
The founder says resale needs a custom agreement. The lifetime licence is not a resale licence.
Does Tier 1 include phone numbers?
The founder confirmed 100 monthly phone reveals within Tier 1’s enrichment allowance, subject to data availability. Other tier phone caps remain unconfirmed.
Is an API key the same as a team seat?
No. The offer lists API-key counts but does not establish a matching number of human users or workspaces.
